Tan Sri Dato' Ir (Dr) Wan Abdul Rahman bin Haji WanYaacob holds a Diploma in Civil & Structural Engineering from Brighton College of Technology, United Kingdom. He is a Fellow of The Institute of Civil Engineers, The Institution of Highway and Transportation, The Chartered Institute of Buildings (United Kingdom), The Institute of Engineering Malaysia and Academy of Sciences Malaysia. He has had a distinguished career with the Government of Malaysia primarily in the field of civil engineering. He had served in the Public Works Department since 1964 and became its Director-General from 1990 until his retirement in 1996.

In recognition of his contributions to the engineering industry, he was conferred an Honorary Doctorate in Engineering by the University of Birmingham, United Kingdom in 1993. He received The Institution of Engineers, Malaysia (IEM) Award in 1994 for his contributions and role in the nation's infrastructural development. Tan Sri Dato' Ir (Dr) Wan Abdul Rahman bin Haji Wan Yaacob was appointed to the Board of Directors on 1 August 1996. He also serves as Chairman of the Nomination Committee and Remuneration Committee of the Company. He does not have any family relationship with any Director and/or major shareholder of the Company and has no conflict of interest with the Company.

His directorships in other public companies are in IJM Corporation Berhad, Lysaght Galvanized Steel Berhad, Malaysian Industrial Development Finance Berhad, Malaysia Mining Corporation Berhad, Saujana Consolidated Berhad, NCB Holdings Berhad, Bank of Amerika Malaysia Berhad and Northport (Malaysia) Berhad.
